Oh that's just why, eg, your username isn't added to the CC when I reply to you (usually at least). It's just that instead of putting the tags all at the start, they're put at the end after the useful content. (And it's done by the software, I am not doing it manually, tho I can edit it if I want)

In the ActivityPub/ActivityVocabulary level, there is a
to field in the JSON object, which doesn't appear in the UI, all you see there is "Reply to XX"Your user is in the reply field of the AP object. You can also test this on pleroma, reply to someone but remove all tags from the post, the person who made the post will still get tagged and get a notification.
