he's a thalmor asset went rogue (you can find their dossier on him in thalmor embassy), they likely haven't assassinated him yet because he's still useful in making sure the empire keeps weakening itself in a civil war. While it might be cool to have an independent Skyrim, maybe don't do it while the empire is being cut apart by the elves
