depending on the tempo, yes, it is one fourth the length of a whole note, in your example it'd be 60 whole notes per minute and a X/4 metronome would be 240 BPM.
3/ vs 4/ is just an advice on how to structure the rhythm of a measure (which is where you get the usual comparison of waltzes and marches). The /4 part is weirder and more "vibes based" or "it's easier to write like this": it's pretty much just the author selecting which note you use as the basis for dividing the measure. (and the full X/X together with tempo determines the length of a measure)
