Yeah the plan is that now companies will be either forced to delay their product or go through with the AI replacements. And if AI replacements are worse than the replaced human, the upper management are more likely to notice that now that there isn't a human expert to fix and finetune the output or if the products are received worse by the general public. Same logic with the writers strike and actors strike etc etc

IDK about voice acting, but usually the AI replacements don't delete the entire department but replace it with a super downsized team operating the AI. (Attempts I've seen that try to do management<->completely-AI-department have been usually walked back pretty quick after implementation.) What the strike should achieve is that there isn't even that downsized team available.
