WebP is a free data format/open standard. As far as I know, it isn't patent encumbered, so anyone is allowed to write a libre encoder/decoder for webp. See https://www.rfc-editor.org/rfc/rfc9649
And the reference implementation is libre software, licensed under the weak BSD-3-Clause license. See https://chromium.googlesource.com/webm/libwebp/+/refs/heads/main/COPYING

Some libraries implement free data formats that are competing against restricted data formats, such as Ogg Vorbis (which competes against MP3 audio) and WebM (which competes against MPEG-4 video). The success of the free format requires allowing many proprietary application programs to link in the code to handle the format.
