      TL;DR if you publish a program without it very obviously saying "I GIVE NO WARRANTY", people might be able to sue you for losses when your program accidentally deletes data. Depending on country ofc

        Most software licenses from MIT to GPL (and also proprietary ones) explicitly add clauses that say you get no warranty by default. You can get warranty if you pay extra, I believe "Red Hat Enterprise Linux" comes with such extra warranty, similar with proprietary shitware. It's just to close legal loopholes

                              You don't have to learn everything about it, just what you needed in the first place. You don't need to know every thing something like bootstrap.css does, you just look at the preview of each feature and use that
