Isn't every GNU/Linux distro a declarative distro if you simply save your entire bash history to a text file and then replay all those commands on another computer using the same ISO?
lang HTML attribute everywhere, the custom CSS can be as simple as adding :lang(tok) { font-family: "Fairfax Pona HD", etc, etc } to style set if the user has the feature enabled.
