Perhaps AI crawlerbots? If you don't feel like digging through logs to find patterns in the "guest" IPs, there's the nuclear options like Anubis https://github.com/TecharoHQ/anubis or turning protection settings in Cloudflare to max (if you use them). These basically force everyone that connect to either waste a bit of CPU time or do a fancy captcha that should be able to deter or detect bots. In a way the login form is already a captcha so if it works in reducing the load and you don't suddenly get thousands of new signups, it might just be enough haha. (Also maybe there's an easy way to add a banner to phpbb login page that says smth like "due to ongoing crawler DDOS, to read the forum you need to create an account"?)
